💡 What

Replaced instances of fs.readFileSync(...).toString() with fs.readFileSync(..., 'utf8') across multiple files in the @expo/cli, @expo/config-plugins, pod-install, and expo-brownfield packages.

🎯 Why

When reading files in Node.js, fs.readFileSync without an encoding parameter allocates a Buffer containing the raw file bytes. Calling .toString() on this result allocates a new string from that buffer. By passing 'utf8' directly to fs.readFileSync, Node.js decodes the file into a string internally, entirely skipping the intermediate V8 Buffer allocation. This reduces garbage collection overhead and memory footprint, especially when reading many files or large files (e.g., config templates, gitignores).

📊 Impact

Measurably reduces memory allocation and garbage collection overhead during CLI, plugin execution, and template reading operations without sacrificing code readability. It's a standard, highly-recommended Node.js micro-optimization for synchronous file I/O.

🔬 Measurement

Run yarn test across the monorepo to ensure everything still passes (already verified). Since the default encoding for Buffer.prototype.toString() is 'utf8', the behavior is identical. Profiling heap usage during heavy CLI operations will show reduced Buffer allocations.
